Summary0000109: Towed vehicles aren't synced to the tow truck driver
Description

When a tow truck backs up to a vehicle and attaches, the other vehicle doesn't change syncer.
If somebody else is already syncing that vehicle, the tow truck driver won't be able to tow it.
