Summary0000166: Game hangs on start
Description

This one's for GTA IV.
There's a considerably long stall when launching the game from GTA Connected launcher.
Sits there for a minute or two before starting.

I have the game (and GTAC) on an SSD and my PC specs are really good so that's not an issue.

Steps To Reproduce

Open launcher, start GTA IV
