Summary	0000178: Peds can enter in a locked vehicle when the door is physically open or not present
Description	If you exit the car and left the door open, you can still enter even if the locked property is true, the same when there's no door at all like bikes.

If there's no door (or it's open) then it makes sense that you'd be able to get on/in the vehicle regardless of whether it's locked or not. I suppose if you want to block the player entering the vehicle, you can script something into an onPedEnterVehicle event handler.
