client-side offline resources don't seem to re-run when disconnecting from a server

Steps To Reproduce

Connect to a server.
Type /disconnect
If you have an offline resource with a F1 key bind to reconnect, F1 will not work, even after minutes of waiting.

Chat box says timeout despite typing /disconnect (See other issue)
